F-2-R is decided by your workplace and residence
For a Korean-university graduate who wants to settle outside a major city, F-2-R is a practical route to examine. What matters is not a headquarters or training center but where you actually work and live. During the first two years, you must work and reside in the same recommending basic municipality; afterward, a move to another population-decline area in the same province may be allowed when the conditions are met.
This means that a company may have its headquarters in a growth city while your case is reviewed using the eligible city or county where you are assigned and live. The company name alone does not decide eligibility. Review the Ministry of Justice regional visa operating plan, then confirm your facts through Hi Korea and 1345 before applying.
Chungnam's nine F-2-R municipalities
Under the 2026 framework, Chungnam's nine participating localities are Gongju, Boryeong, Nonsan, Geumsan, Buyeo, Seocheon, Cheongyang, Yesan, and Taean. Areas, quotas, and conditions can change by year. Use the latest Chungnam program notice to check where you plan to work and live.
The published Chungnam application window runs from March 4, 2025, through December 31, 2026, while provincial recommendation letters are issued through September 30, 2026. Local quota and intake status can differ, so do not wait until the published deadline.

Why placement matters in the golf-caddie case
The current golf-caddie recruitment is for applicants who graduated from a Korean university, or will graduate by August 2026, and hold TOPIK level 4 or higher. D-4 language students are not eligible. The caddie academy provides training and dormitory accommodation in Asan, while actual employment and residence are arranged at golf courses in nearby F-2-R municipalities; a worker may contract directly with the golf course.
The principle is straightforward: the workplace in the employment arrangement and the place where you live matter more than the training location. A local recommendation and F-2-R change can be examined only after the golf course and residential municipality are confirmed.

F-2-R and F-5 have separate requirements
Since July 2025, Chungnam's F-2-R income route has used the Chungnam living-wage standard instead of the former 70% GNI standard. Check the provincial change notice for the application year's amount and how education or income conditions apply.
While holding F-2-R, you may examine a separate F-5 subcategory matching your degree, experience, and income. Some categories use a benchmark such as one times the previous year's per-capita GNI, but three years of work or one income figure does not automatically establish eligibility or approval. The Bank of Korea's provisional 2025 GNI statistic is KRW 52.57 million; confirm the immigration amount and category applied when you file.
